Chapter One: Introduction

1.1 Background of the Study
Land reclamation policies are vital for addressing land degradation, enhancing agricultural productivity, and improving living conditions in urban and rural areas. In Sabon Tasha Local Government Area (LGA), Kaduna State, land reclamation has become a significant policy area, with both local and state authorities focusing on reclaiming lands for urban expansion and agriculture. However, the implementation of these policies is often influenced by geopolitical factors, such as political agendas, regional interests, and land ownership dynamics. Geopolitical issues, including power struggles between ethnic groups and regional political affiliations, can have profound implications on how land reclamation policies are formulated, implemented, and experienced by local communities (Aliyu & Musa, 2024).

The reclamation of land in Sabon Tasha is crucial due to its proximity to urban centers and the increasing population in the region. However, the political and socio-cultural dynamics in the area complicate the process, as disputes over land ownership and the exclusion of certain communities can lead to conflicts and inequities in the distribution of reclaimed land (Yakubu & Kure, 2023). This study aims to explore the geopolitical factors that influence the implementation and impact of land reclamation policies in Sabon Tasha, particularly in terms of access to land for marginalized communities.

1.2 Statement of the Problem
While land reclamation policies in Sabon Tasha are aimed at improving land use and agricultural productivity, the influence of geopolitical factors such as political power, land ownership disputes, and ethnic tensions has hindered the equitable distribution of reclaimed land. This study seeks to examine the geopolitical implications of land reclamation policies in Sabon Tasha and how they affect local communities' access to land.

1.3 Objectives of the Study

  1. To assess the role of local governance in the formulation and implementation of land reclamation policies in Sabon Tasha.
  2. To examine the impact of ethnic and political dynamics on land reclamation and distribution in Sabon Tasha.
  3. To identify the challenges and opportunities for equitable land distribution within the context of land reclamation policies in Sabon Tasha.

1.4 Research Questions

  1. How do local governance policies influence the implementation of land reclamation in Sabon Tasha?
  2. How do ethnic and political factors shape land reclamation policies and land distribution in Sabon Tasha?
  3. What are the challenges and opportunities for equitable land distribution through land reclamation in Sabon Tasha?

1.5 Research Hypothesis

  1. Local governance policies significantly influence the success and fairness of land reclamation in Sabon Tasha.
  2. Ethnic and political factors play a critical role in shaping the outcomes of land reclamation policies in Sabon Tasha.
  3. Geopolitical factors create both challenges and opportunities in ensuring equitable land distribution in Sabon Tasha.

1.6 Significance of the Study
This study is significant because it will shed light on how geopolitical factors impact the implementation and outcomes of land reclamation policies in Sabon Tasha. By understanding the role of local governance, political, and ethnic dynamics, the study will provide recommendations to policymakers and stakeholders to promote fair and equitable land reclamation practices. This research will also contribute to the broader discourse on land reform policies and governance, particularly in areas with complex socio-political landscapes.

1.7 Scope and Limitations of the Study
The study focuses on Sabon Tasha LGA in Kaduna State and evaluates the geopolitical factors that influence land reclamation policies and their outcomes. Limitations include challenges in accessing local government policy documents, as well as the potential for bias in reporting by government officials involved in land administration.

1.8 Operational Definition of Terms

  • Land Reclamation: The process of recovering degraded or unusable land for productive use, particularly for agriculture or urban development.
  • Geopolitical Implications: The political, social, and cultural factors that influence governance, policies, and resource distribution in a specific region.
  • Ethnic and Political Dynamics: The interactions and power relations between different ethnic groups and political actors that affect governance and policy decisions.
